Military Child Custody is gaining national attention. This paper addresses Rep. Mike Turner’s (Ohio) proposed amendments to the Servicemembers Civil Relief Act (SCRA), 50 U.S. Code Appx. 501 et seq. which would federalize child custody cases in which the custodian is in military service. Also included are copies of Turner’s bill; statements of opposition by the National Governors Association, the Adjutants General Association of the United States, the National Council of Juvenile and Family Court judges, the Conference of Chief Justices and State Court Administrators, the National Conference of State Legislatures, the Uniform Law Commission, and the National Military Family Association; and the American Bar Association’s 2009 resolution opposing the bill.
